In the nineteen seventies, he started what became the Grameen Bank in Bangladesh. He and the bank shared the Nobel Peace Prize in two thousand six for the idea of offering small loans to the poor to fight poverty. In twenty ten, reports of harmful micro lending methods and corruption shook the Indian state of Andhra Pradesh. Mr. Yunus recently said in the New York Times that things got out of control. He noted that Andhra Pradesh had intensive lending activity at the time. We spoke to Ghiyath Nakshbendi about changes in the world of microfinance. He is an expert in international business and teaches microfinance as a business model at the Kogod School of Business at American University. He says the government of India in certain states has started taking steps to “guarantee that these institutions are operating under a strict system.”Some experts have raised questions about whether micro lending lifts women or poor families out of poverty. David Roodman is with the Center for Global Development, a research group in Washington. He says microloans do not do a good job fighting poverty. He says over three billion dollars went into microcredit in twenty-ten. But many lenders failed because of bad supervision or failure to repay loans.In one model, governments or nongovernmental organizations give money to microcredit operations …

In recent times, many people in similar situations have received loans from student microfinance groups. Such groups make small loans for business or personal use. Twelve of the organizations are part of a national network called the Campus Microfinance Alliance. The alliance provides financial aid, technical advice and training programs for its member groups. Each group has between ten and seventy volunteers, many of them college students. They have enabled hundreds of people across the United States to launch small businesses. Vanessa Carter is director of the alliance. She says bad economic times have sped the growth of the college microfinance movement. “This really got started because students were walking off campus, it was the height of the economic recession, and they were seeing boarded up businesses and the effects of high unemployment first hand.”In Iowa, a student microfinance group at Grinnell College helps people both locally and internationally. The group started in two thousand seven. At that time, Grinnell student Jeff Raderstrong and some friends raised more than six hundred dollars from other students. Karen Bass offered an amendment to Republican/Ryan 2013 budget today which will provide relief to college students by preventing Stafford Loan interest rates from doubling in July. Without action from Bass’ amendment, the interest rate on these need-based federal loans will increase to 6.8 percent on July 1 and lead to a 00 average increase in college borrowing costs for more than 7 million students. “Our nation’s students are facing unprecedented crippling debt before they even enter the workforce,” said Rep. Bass. “There’s no reason that if advancing one’s education is the answer for ensuring success within our country students should not have to leave college with as much debt as a mortgage would cost. With this amendment I hope to urge my colleagues on both sides of the aisle to make college affordability a top priority. Foreign students who need financial aid generally have to seek it from the school itself or their own government or employer. If you follow the news, then you know that President Obama recently signed health care reform legislation. But one of the two bills he signed into law also made unrelated changes in the federal student loan program. These changes will require new loans to come directly from the Department of Education. The department already makes these federally guaranteed loans for American citizens and permanent legal residents. But since the early nineteen nineties it has also paid private lenders to provide them. Now, as of July first, all new loans will go though the direct loan program only. Officials say the new law will save the government sixty-one billion dollars over ten years. The plan is to use more than half the savings to provide more federal Pell Grants to needy students. A few billion will also go to schools that traditionally serve minorities and to help two-year community colleges. The new law will reduce the most that borrowers must repay each year from fifteen percent of their income to ten percent. And the longest repayment period will be shortened from twenty-five years. In California, students temporarily shut down a meeting of the University of California Board of Regents to protest a series of tuition hikes and the violent response to protests at UC-Berkeley and UC-Davis. Wary of a massive demonstration, the regents met by conference call from four different campuses but were still forced to switch venues after being confronted by chanting students at three of the four sites. In New York City, about a thousand students marched outside a meeting where City University of New York trustees voted to authorize annual tuition increases through 2015. The protests were the latest in a long-running battle against tuition hikes and education cuts that originated on UC campuses two years ago and quickly spread across the country. We speak with two guests who helped launch the “Occupy Student Debt Campaign” Pledge of Refusal, which asks student signatories to refuse their student loan debt until a number of education reforms are implemented, including free public education. Pamela Brown is a Ph.D student in Sociology at The New School, and Andrew Ross is a professor of social and cultural analysis at New York University. Amidst growing support for the Occupy Wall Street movement throughout the country, President Barack Obama has decided to fast track a proposal to ease the burden on those buried in student loan debt. According to the president’s new plan, people with direct government student loans and government-backed private loans will be able to consolidate the two into one government loan, allowing borrowers a lower government rate and a .5 percent interest rate reduction. The plan will also lower the cap on maximum repayment of loans based on discretionary income from 15 down to 10 percent and forgive remaining debt after 20 years instead of 25.

www.facebook.com www.coasttocoastam.com In the first hour, Ian Punnett welcomed the founder of StudentLoanJustice.org, Alan Collinge, who discussed how federal student loans have become predatory, turning a generation into debtor slaves. “It’s a socially horrible epidemic,” he declared, noting that America’s total student loan debt now surpasses the nation’s credit card debt. He explained that student loans are particularly pernicious because they contain no consumer safeguards such as bankruptcy protection, statute of limitations, or the ability to re-finance the debt in an open market. As a result of these factors, Collinge said, when a loan is defaulted, it can double or even triple due to penalties and fees. In looking at the source of the problem, Collinge pointed to student loan advocates and the Department of Education as the key entities that “failed to play their part” in overseeing lending practices. According to him, the DOE has been using a faulty metric to determine the default rate on student loans, thus misleading Congress into increasing the allowable limits on colleges for lending. Additionally, Collinge said, the DOE actually makes “about 22% versus what they pay out” for defaulted student loans. In order to fix the student loan epidemic, Collinge endorsed restoring bankruptcy protections for these loans. Should that happen, he said, “a multitude of problems” will resolve themselves, including an “almost overnight” drop in college tuitions.
